New revised strategy for innovative development of Russian economy up to 2020 was published by the Ministry of Economic Development

Russian Innovation Strategy 2020 in brief (pdf) (505.9 KB)New revised strategy for innovative development of Russian economy up to 2020 was published by the Ministry of Economic Development. The strategy aims to help Russia catch up with ever increasing pace of technological development of the global economy. Highly qualified workforce and smart money are becoming extremely mobile and attracting them is a real challenge for country’s innovation ecosystem. Global trends such as climate change, population aging, food safety, healthcare will also strongly inluence Russian economy in the immediate future.

Russia is still among world’s leaders in what comes to human potential, however it lags Western economies in relative R&D&I expenditures (1,3% of GDP) and, especially, in business openness towards innovations. Figures suggest that existing post-soviet R&D&I infrastructure is not suited to serve global market economy and needs to be revamped. Last 10 years Russian government has beed investing intensively into both hard and soft innovation infrustructure, establishing so-called institutes of development of Russian innovative economy, hundreds of technoparks and business incubators, 4 special economic zones and famous Skolkovo (Russian Silicon valley) project.

New program advocate for so-called mixed innovation strategy as optimal. In several areas like aerospace, nanotech and composites, nuclear power and ICT Russia may pretend to take the role of one of the global leaders, providing world-class innovative solutions and technologies (leadership stategy). In other areas the country will follow the path of developed Asian countries  importing and adopting the most advanced tecnologies available on the market (catch up strategy).
